Service providers shall individually provide and/or facilitate through subcontracting and/or other partnership arrangements with other suitable play and youth organisations, a comprehensive play and youth offer for children and families in the city. It is expected that service providers will work collaboratively across all themes, even if they are only delivering services for one lot.
