## Summary

The public procurement process titled "S30008 Junction Safety" has been conducted by National Highways, located in Birmingham, England. This procurement falls under the industry category of development consultancy services, classified under CPV code 73220000. The process is in the Award stage with Atkins Jacobs Joint Venture selected as the supplier. The procurement method employed was selective, specifically a call-off from a framework agreement. The contract is valued at approximately £74,929 and spans from 8 October 2025 to 31 March 2026. This project addresses the enhancement of junction safety across various locations including the United Kingdom, Channel Islands, and beyond, aiming to reduce the number of Killed or Seriously Injured (KSI) collisions on the Strategic Road Network.

This tender presents significant opportunities for businesses focusing on road safety and infrastructure development, particularly those capable of innovative junction designs to improve safety outcomes. Small and Medium-sized Enterprises (SMEs) may find this process accessible, although the initial call-off framework requires prior qualification. Businesses that can offer robust research and practical solutions in the field of road safety and consultancy within the public infrastructure sector are well-suited to engage with similar procurement opportunities, facilitating growth through involvement in substantial infrastructure projects with National Highways.

## Notice

Previous research has identified that collisions at junctions represent at least 21% of Killed and Seriously Injured (KSI) collisions on the Strategic Road Network (SRN), and this is likely to be an underestimate . The previous research did not provide strong recommendations for junction treatments that would reduce KSIs at these locations. Not having strong recommendations for junction treatments limits our ability to have a strong impact on National Highways Key Performance Indicator 1 (KPI1), Safety. This research seeks, the effectiveness of interventions for KSIs at junctions (including innovative junction design), feasibility issues, and how recommended interventions should be used to have the greatest impact on KPI1. The overall aim of the project is to improve our understanding of the factors influencing collision likelihood and severity outcomes at junctions on the SRN, enable greater application of countermeasures with a higher safety impact per PS through improving our understanding of the factors influencing collision likelihood and severity outcomes at junctions on the SRN, the effectiveness of interventions for KSIs at junctions (including innovative junction design), feasibility issues, and how recommended interventions should be used to have the greatest impact on KPI1.
