## Summary

The Coventry - Solihull - Warwickshire Council is seeking qualified consultants to undertake a feasibility study for the Solihull Town Centre Heat Networks, with a focus on assessing technical options and the commercial viability of a proposed heat network. This tender is currently in the planning stage and the submission deadline is 29 March 2017. The study will contribute to essential construction work, especially in relation to buildings for health, social services, and cultural projects, within the West Midlands region of the United Kingdom. The contract is set to commence on 26 April 2017 and conclude by 22 November 2017.

This tender presents a valuable opportunity for businesses specialising in consultancy services related to energy systems, construction, and economic modelling. Companies with expertise in feasibility studies, particularly those familiar with heat networks and energy supply assessments, would be well-suited to compete for this contract. Participation in this project could enhance business visibility and establish ongoing relationships with public sector clients in the West Midlands, fostering future growth in related sectors.

## Notice

The Council wishes to appoint suitably qualified consultant or consultants to undertake this feasibility study that will be commissioned in two parts: o Part 1: will review the boundary of the study area, update (as required) the previous energy demand and supply assessment and consider a range of technical options, including: the fuel(s) to be used, building suitability and heat/cooling/power demand profiles, distribution pipe routes, and connections into buildings. The study will also consider electricity private wire opportunities and district cooling and then test commercial viability of the preferred option(s). The initial techno-economic modelling will assess whether the lifecycle cost of viable scheme(s) identified are recoverable over a reasonable financial period, and at an attractive cost to potential heat suppliers and customers. o Part 2: If the results are favourable, and stakeholders are interested in pursuing the preferred heat network option(s), a deeper level of technical and economic modelling will follow in Part 2; refining or confirming assumptions, routes and connections and developing the economic model to allow commercial sensitivities to be tested.
