## Summary

The Tees Valley Combined Authority (TVCA) has initiated a procurement process for the "Tees Valley Cycling and Walking Monitoring" project, classified under the installation of traffic monitoring equipment. This tender, valued at £200,000, aims to establish a framework for monitoring cycling and pedestrian flows across priority corridors identified in the Local Cycling and Walking Infrastructure Plan (LCWIP) within the Tees Valley region, including local authorities such as Darlington, Hartlepool, Middlesbrough, Redcar & Cleveland, and Stockton-on-Tees. The procurement method is open, with the contract period set to commence on 1st November 2021 and concluding on 31st October 2025. The tender was officially awarded on 11th October 2021, with a deadline for submissions prior to 2nd August 2021.

This procurement presents excellent opportunities for small and medium-sized enterprises (SMEs) specialising in traffic monitoring and data collection technologies. Businesses capable of providing sophisticated monitoring equipment that can track both pedestrian and vehicle flows will find this tender particularly appealing. With funding allocated for initially monitoring four corridors and the potential for future expansions based on the LCWIP process, companies engaged in this industry can benefit from a long-term collaboration with TVCA and its partner councils, positioning themselves as key players in the enhancement of local transport infrastructures.

## Notice

TVCA are seeking to procure a sole provider framework covering monitoring equipment capable of collecting cycling and pedestrian flows on our Local Cycling and Walking Infrastructure Plan (LCWIP) priority corridors. The framework will be accessed through call off agreements with TVCA and the five Tees Valley local authorities (Darlington Borough Council, Hartlepool Borough Council, Middlesbrough Council, Redcar & Cleveland Borough Council and Stockton-on-Tees Borough Council). The equipment should be capable of picking up cycling and pedestrian flows on footpaths, cycle paths and on road, 24 hours a day and 365 days of the year. Where appropriate, the equipment should also be capable of picking up vehicle usage and be able to distinguish between different vehicle types (including e-scooters, motorbikes, cars, vans, buses and HGVs). Funding is initially available to monitor four corridors, as the A689 Hartlepool town centre corridor already has monitoring equipment installed at the junctions with Victoria Road and Hucklehoven Way. This will shortly be followed by the necessity to install equipment and monitor a series of control corridors. The call-off agreement will also cover requirements for future corridors over the duration of the contract, as they are identified through the LCWIP process.
