## Summary

City of Bradford Metropolitan District Council procured technical inspection and reporting services for its highway structures assets in Yorkshire and the Humber. The work covers planned inspections that support the Council’s statutory highway-maintenance responsibilities and help keep structures safe and fit for purpose. The assets include road, footway, cycle route, bridleway, accommodation, occupation and swing bridges; subways, underpasses and buried culverts; retaining walls; sign and signal gantries; cantilever road signs; and tunnels. The requirement forms part of the Council’s highway structures asset-management process. It is a services procurement and is relevant to firms providing specialist inspection, structural condition assessment and reporting for public highway infrastructure.

The procurement is complete and was awarded following a further competition under a framework agreement using a selective restricted procedure. Bids closed on 30 July 2026 at 10:00. The contract was awarded on 12 August 2026 to Sanderson Watts Associates for £151,000 including the stated GBP currency. The contract period runs from 1 September 2026 to 30 August 2027. The award is active. The recorded service classification is technical inspection services (CPV 71631000), and the contract relates to delivery in Yorkshire and the Humber. The tender was identified as suitable for small and medium-sized enterprises. No separate lots or multiple awards are recorded.

This award indicates established demand from Bradford Council for recurring, planned inspection and reporting of a broad highway-structures estate. A credible future competitor would need practical capability across bridges, culverts, retaining walls, gantries, signs, tunnels, subways and underpasses, including structures used by pedestrians, cyclists, equestrians and vehicles. Relevant experience in highway asset management, condition inspection, defect identification and clear technical reporting would be important. Suppliers should be able to work against the statutory responsibilities of a local highway authority and apply the Well-Managed Highway Infrastructure Code of Practice, Part C, together with BD 2/12 and CG 300 technical-approval requirements. The opportunity was suitable for SMEs, suggesting specialist smaller inspection practices can be competitive where they can demonstrate the necessary technical competence and delivery capacity.

## Notice

(i) Highway Structures are maintained in the districts as part of the statutory obligation of the highway authority to maintain public highways as set out in the Highways Act 1980. The provisions of the Act set out duties and responsibilities of the Councils as the local Highway Authorities. (ii) Highway Structures include: bridges (including footbridges, cycle route bridges, bridleway bridges, accommodation bridges, occupation bridges, swing bridges, subways, underpasses, buried culverts); retaining walls; sign/signal gantries; cantilever road signs; tunnels and which satisfy the dimensional criteria defined in the Well-Managed Highway Infrastructure: Code of Practice - Part C and BD 2/12 CG 300 (Technical Approval of Highway Structures). (iii) Undertaking regular planned inspections of Highway Structures assets is one of the ways by which the authorities fulfil their duties and responsibilities to help ensure that these vital assets continue to be safe for use and fit for purpose. The authorities consider these inspections to be a vital part of their highway structures asset management process.
