## Summary

The NHS Midlands and Lancashire Commissioning Support Unit is currently in the planning stage for a tender titled "NHS Greater Preston and NHS Chorley South Ribble CCGs - Crisis/Recovery Café (The Haven)". This initiative aims to establish a new Crisis/Recovery Café in Preston, focusing on mental health services and support. Key dates include the engagement end date of 18th May 2018. The budget for this project is approximately £350,000 per year for service delivery, with an additional £50,000 allocated for property-related costs. Interested providers must submit their expressions of interest by 18th May 2018 at 17:00.

This tender presents significant opportunities for businesses specialising in health and social care services, particularly those experienced in mental health support and community engagement. Companies, including small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs), would be well-suited to compete for this contract. The project not only seeks providers to manage the café but also potentially invites proposals for property provision, making it a versatile opportunity for firms looking to expand their services in the North West region.

## Notice

The CCGs are seeking to commission a new Crisis/Recovery Cafe to be based in Preston. Locally, there is a strong opportunity to innovate and develop different approaches, changing the way mental health care is delivered. The CCGs along with partner organisations want to offer improved support to people who find themselves in a mental health crisis in community settings, and offer constructive/effective alternatives to presenting at the Emergency Department or admission to hospital. The aims of the service are; * To provide a safe, welcoming and comfortable place for people in crisis, and those seeking to prevent the onset of a crisis. The opening hours would reflect the needs for providing this service in the late evenings. * To meet the needs of individuals experiencing acute emotional distress associated with a mental health problem (which may or may not have been given a formal diagnosis) with the aim of drawing on strengths, resilience and coping mechanisms to reduce the need to use crisis services in the future. * To support an individual to reduce their immediate crisis and anxiety, and to formulate a safety plan, drawing on strengths, resilience and coping mechanisms to reduce the need to use crisis services in the future. * To offer a multi-agency team (MDT) approach to individual need, to ensure needs are responded to by appropriate services to further help the individual to build resilience. It is expected that there will be a full range of services provided at The Haven by a full range of organisations. The CCGs are seeking to identify suitably experienced providers who would be interested in the opportunity to manage The Haven. Plans are underway for the CCGs to secure a suitable property in the Preston area to deliver this service from. If these plans are achieved the CCGs will be seeking a suitable provider to operate the service from those premises. However the CCGs also need to consider alternative options and may proceed with a procurement whereby providers are asked to bid to deliver the service and source the property. Therefore at this stage as part of this EOI the CCGs are also requesting information from providers in relation to potential access to other suitable properties. The CCGs are anticipating having a budget of approx. PS350,000 per year to deliver this service. This does not cover any costs associated with the property and is to deliver the service only. The budget for property costs is approx. PS50,000 per year (rent and maintenance costs). The CCGs are likely to consider a Contract duration of 3 years with the option to extend for 2 years. All potential providers are encouraged to read the questions in the attached document and provide written feedback. Deadline to formally submit expressions of interest: 18th May 2018 17:00.
