An initial Theory of Change for SNAP has been developed which has identified the following outcomes: access to justice and entitlements; wellbeing for resilience and establishing oneself. A one-page summary of the SNAP programme is attached as an appendix to this brief. This evaluation is focused on the work that the partners are delivering across SNAP.
