## Summary

The Ministry of Defence, based in Bristol, England, is proceeding with a significant procurement project titled "Voluntary Transparency Notice to Place a Single Source Contract for UK Defensive Aids Systems (DAS) and Expendable Active Decoy (EAD) Procure, Sustain, and Enhance Services." This project falls under the industry category of electronic warfare systems and countermeasures. The procurement process is in the tender amendment stage and involves a direct, single-tender action. The tender, published on 6th March 2025, includes vital dates such as a tender period ending 20th March 2025 and a contract period starting on 1st February 2026, concluding on 31st January 2029. The contract is valued between £103,000,000 and £240,000,000 GBP, with options for extensions, potentially extending the duration by an additional two years. The services will cover various international locations including the United Kingdom, British Overseas Territories, Channel Islands, and broader Europe.

This tender presents substantial opportunities for businesses already engaged in or seeking to expand into the defence and security sectors. The focus on procuring and enhancing defensive aids and decoy systems suggests opportunities for those specialising in electronic warfare technologies and software, particularly firms capable of offering innovative solutions to adapting systems against evolving threats. Although the nature of direct procurement limits competition, businesses with established credentials in delivering complex defence systems may find pathways for collaboration or future competitive tenders. Companies that can offer complementary training and support services for defence equipment will also be well-positioned to benefit from the Ministry of Defence’s ongoing commitment to enhancing operational capabilities.

## Notice

The Defensive Aids Delivery Team (DA DT), part of the Ministry of Defence ("the Authority"), intends to place a three (3) year contract with Leonardo UK Ltd (LUK) for the procurement of LUK designed Defensive Aids Systems (DAS) and Expendable Active Decoy (EAD) hardware, software, ancillaries and a train-the-trainer service for users and maintainers. This contract will also include in-service support for the hardware in the form of maintenance, technical engineering, software support, training, and associated software updates across a range of platforms. Additionally, LUK, as the Design Organisation (DO), will be responsible for a programme of enhancements covering hardware/firmware/software modifications to the designs of the DAS and EAD systems to allow them to meet evolving threats. These enhancements may include the integration of additional subsystems and peripherals to the UK DAS and EAD systems. UK DAS and EAD are essential for the provision of critical operational capability to Defence. The Authority intends to include further options to the contract to allow for the extension of contract duration by up to an additional two (2) years in the form of two (2) twelve (12) month extensions. The Authority has determined this single source contract is excluded from Defence and Security Public Contracts Regulations 2011 under Regulation7(1)(a) in conjunction with Regulation 6(3A) (a). In addition, a "Warlike Stores" exemption under regulation 6(3A) (b) applies. Additional information: Previous VTN can be found at the URL below.
