## Summary

Highways England is seeking to establish a contract titled "1-809 DMRB Update for Operation and Maintenance" as part of their efforts to develop compliant maintenance standards aligned with customer service strategies. This procurement falls under the services industry category and is being executed through a selective procurement method, specifically via a call-off from a framework agreement. The tender period has ended, with the contract period commencing on 4th April 2019 and concluding on 31st March 2021. The contract value is approximately £798,158, and the work will be conducted in South East England, primarily in Manchester.

This tender presents an excellent opportunity for businesses specialising in consultancy services, particularly those with expertise in highways engineering and maintenance standards. Companies with strong skills in asset management, operational requirements, and cyclic maintenance interventions would be well-positioned to compete. The successful seconded DMRB Author will play a vital role in improving the performance and safety of infrastructure assets, thus potentially increasing the demand for ancillary services that enhance operational efficiency within the sector.

## Notice

Highways England is looking to set up a contract for provision of a seconded DMRB Author. The Author will need to be able to work closely with the Highways England team based in Manchester. This project will support the development of a consistent and fully aligned set of DMRB compliant maintenance standards within the business, to ensure that they are fully align with our customer service strategy. Including revisions to Inspection Maintenance Requirements, Asset Delivery Asset Management requirements, Network Occupancy Requirements and Severe Weather requirements. It will incorporate changes to standards and requirements that will be required to support the "Intelligence Led Maintenance" approach. Also it will be looking at associated DMRB documents for impacts from related roadworks trials and it will look for any regulation changes and additions in the Traffic Signs Regulations and General Directions 2016. This presents an opportunity for the Customer and Operational Requirements Group (based in Safety, Engineering and Standards) to consider how cyclic maintenance, asset repair, operational requirements and the associated interventions that occur during the assets lifecycle, are detailed throughout the DMRB. This should improve the customers experience, provide resilient and durable asset performance, improve safety for customers and those who maintain and operate the asset. The extra resource will be required to enact the changes to DMRB and to interpret regulation and standard changes to align them with changes in maintenance Requirement and Advice Documents (RAD). Because this is a temporary position and there is no availability under head count, a seconded DMRB Author would be resourced from this budget to deliver the works.
