Brief Description of Requirement The focus of this study will be R&D 'leverage', meaning, the amount of private sector R&D investment that arises as a result of public sector R&D investment, and which otherwise would not have occurred. In the area of research and innovation there have been a number of studies which find that public investment in R&D crowds in, or 'leverages', private investment in R&D. The aims of this study are to: 1. Produce a clear replicable methodology for estimating: o the overall UK R&D leverage rate (best estimate with an uncertainty range); o leverage rates (best estimate with uncertainty ranges) for public support for business and for support for universities/research institutions; o leverage rates (best estimate with uncertainty ranges) for different business sectors; o leverage rates (best estimate with uncertainty ranges) for direct support to business and indirect support to business (tax credits) and o leverage rates (best estimate with uncertainty ranges) for comparator countries, such as the US, France, Germany and Japan. 2. Identify the main barriers to producing this methodology, and the strengths and weaknesses associated with the method. 3. Produce new estimates of leverage ranges for the UK as a whole and across the dimensions referred to under (1), as well as for comparator countries. 4. If for any of these areas, no robust estimates are possible, then to produce a clear and agreed explanation of why this is the case. 5. Increase understanding as to the drivers of R&D leverage. This evidence will improve the evidence base for the Industrial Strategy 2.4% R&D target roadmap, and feed into the International Research and Innovation Strategy. Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the RFx attachments tab within the Emptoris System. This contract will be awarded based on the evaluation criteria set out in the ITQ document.
