## Summary

National Highways has completed a procurement process titled "S30007 Longitudinal Road Surface Treatments," focusing on development consultancy services within the transport infrastructure sector. This initiative, part of the Road to Zero Harm project, aims to enhance the safety of road markings across various regions, including the British Overseas Territories, the Channel Islands, the Isle of Man, and the United Kingdom. The procurement was conducted through a selective method as a call-off from a framework agreement. The tender process began with a period concluding on 4th September 2025, with the contract being awarded on 8th October 2025 to Arcadis Consulting UK Limited. The contract period extends until 31st March 2026, with a total contract value of £86,232.41.

This tender presents a significant opportunity for businesses specialising in infrastructure development and safety improvement solutions, particularly those geared towards reducing road accidents and enhancing driver safety. Small and medium-sized enterprises (SMEs) are suitable for such contracts, given that the procurement explicitly considers their involvement. With the focus on improving safety outcomes through road surface treatments, companies with expertise in road marking technologies or traffic safety analysis would be well-poised to contribute effectively to this project, potentially leading to further collaborations and growth within the sector.

## Notice

Consultation undertaken as part of the Road to Zero Harm (RTZH) research project identified gaps in our knowledge related to the effectiveness of a specific set of longitudinal road marking types on safety outcomes (defined below). This work seeks to improve our understanding of how these longitudinal treatments influence driver behaviour, collision likelihood and severity outcomes. It will result in improved estimates of the KSI reductions that could be expected from these treatments on the SRN. The outcome of this work will also provide recommendations for (1) what types of locations to install these markings to have the greatest impact on KPI1 (Reduction in KSIs on the SRN); and (2) how remaining barriers to greater use of these markings could be overcome.
