Our vision is for technology to be a strategic enabler of change, supporting the council to be the best it can be with the delivery of our ICT and Digital Strategy 2016-2021 being fundamental in forming a technology enabled council of the future. Our ICT and Digital Strategy also brings opportunities for the external market to support key technology- led initiatives that will bring improvements to the council in areas such as the smarter use of data and information to drive better services and new service models that take advantage of digital developments. As a key part of the strategy, we are also embarking on a major three year service transition, which will gradually transfer back full control of our IT and digital services from Capita - ICT and Digital Services, with the council becoming the "System/Service Integrator" by 2021. This change programme is a major undertaking and will be the biggest transformation of IT and digital services in the Local Government Sector, delivering savings and significant changes to operational services. We now want to engage directly with the external market for all IT projects and services, with the implementation of a new multi-vendor model. This provides flexibility to deliver a future IT and Digital Service operating model that can flex as the wider council transforms.
