Our vulnerable cohort identified is: regularly missing, arrested not resulting in conviction but are open to Early Help/ YJ/ Probation Services, excluded from education, linked to gangs, emerging groups, and county lines, weapon carriers, engaged in violence. We aim to reduce risk and vulnerability among the cohort, by increased ETE, engagement, prevented escalation to conviction, reduction in volume and severity of criminal behaviour. Additional information: The procurement is being conducted in accordance with the Public Contracts Regulations 2015 and is subject to the light-touch regime under Section 7 Social and Other Specific Services. Under Regulation 76 the Council is free to establish a procedure, provided that procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (Suppliers).
