## Summary

The Driver and Vehicle Licensing Agency (DVLA) is currently in the planning stage for the procurement of an Open Banking Service, with an early engagement notice. This procurement falls under the financial transaction processing and clearing-house services industry category. The agency, based in Swansea, Wales, intends to use a dynamic purchasing system, though this approach is still under consideration. An online webinar has been scheduled for 8th January 2025 for initial market engagement, and interested parties must register their interest by 20th December 2024. The procurement process is aimed at enhancing the DVLA's payment systems, specifically for Vehicle Excise Duty (VED) and refunds.

This tender presents significant opportunities for businesses specialising in financial transaction services, particularly those with expertise in Open Banking. Small to medium enterprises (SMEs) are especially encouraged to participate. The tender process aims to find solutions that facilitate secure online payments and refunds, avoiding the need for variable recurring payments or wider use of Open Banking applications. Companies with capabilities in these areas and interested in growing their portfolio through government contracts will find this an excellent opportunity to partner with the DVLA.

## Notice

The purpose of this Prior Information Notice (PIN) is to assist the Driver and Vehicle Licensing Agency (DVLA) in early engagement with the market. This market engagement is intended to serve as a fact-finding exercise only. Routes to market are still being considered and there is a strong likelihood that the Crown Commercial Service "Open Banking (Data, Digital Payments & Confirmation of Payee Services)" Dynamic Purchasing System (DPS) will be used, however this is subject to change. More information on the above DPS can be found at the following address: https://www.crowncommercial.gov.uk/agreements/RM6301 Background DVLA maintains the records of 50 million drivers and 40 million vehicles in the UK. We collect PS7 billion a year in vehicle tax and process over 77 million transactions a year. Our online services offer card payments for customers and our online Electronic Vehicle Licensing (EVL) service to pay for Vehicle Excise Duty (VED) also provides Direct Debit as a payment method. Currently refunds are primarily issued via payable orders with the bulk of these attributed to VED refunds. In the 2023-24 financial year DVLA issued 4.89 million Payable Orders with a value of PS442 million pounds. What is happening now DVLA are in a "Discovery" period exploring the possibility of introducing Open Banking for DVLA services, payments in (e.g. for VED) and payments out to entitled customers (refunds). During early 2025 we would like to begin engagement with the market via an online webinar on 8th January 2025 to help inform our Discovery. What would be required? - The ability for DVLA customers to make payments into DVLA through our online channels using Open Banking; and - The ability for DVLA to send secure payments out to customers who are entitled to a refund through Open Banking. What is not required? - Variable reoccurring payments through Open Banking; or - Any wider use of Open Banking. To register your interest in this webinar, please email rhodri.llewellyn@dvla.gov.uk by Friday 20th December 2024. Please include your organisation name and the names, positions, and email addresses of those wishing to attend. If you have a presentation or overview of your Open Banking provision available, please also send it with your expression of interest email. Note that any such information you send to DVLA will be treated as background information only and shall not constitute any offer or commitment on the part of either party. DVLA may also offer 1-2-1 sessions with interested parties in the weeks following the webinar.
