## Summary

The Crown Prosecution Service (CPS) has completed a public procurement process for the purchase of a Digital Communications Delivery platform, named Granicus GovDelivery. This procurement falls under the "Software package and information systems" industry category. The contract is valued at £4,396,127 GBP and spans from 30th March 2025 to 29th March 2026. The buying organisation is based in London, but the services are intended for a global audience, including the United Kingdom, the British Oversea Territories, Channel Islands, Europe, and the Isle of Man. The awarded contract was granted to Ultima Business Solutions LTD and is in the completion stage, following a limited competitive quotation procurement method under the RM6098 Tepas 2 framework.

This tender presents significant growth opportunities for businesses specialising in digital communications platforms, particularly those with advanced analytics and content management capabilities. Organisations successfully competing in this area are likely to be larger entities with extensive experience in providing comprehensive and scalable digital communication solutions. The focus on delivering targeted, accessible, and effective communications makes this contract particularly suitable for providers who can enhance engagement and support robust analytical insights to help government bodies achieve their communication objectives.

## Notice

Granicus is an existing requirement for the purchase of a Digital Communications Delivery platform. This solution is needed by the Communications team and is essential for their ability to delivery communications to wider audiences. The current environment is due to expire on 29/03/2025 following a one-year contract through RM6098 Tepas 2 framework. Granicus GovDelivery allows the Communications team to produce targeted, accessible and effective communications to a wide audience without the design, functionality and evaluation limitations that are present using other tools (e.g. Word and other less effective packages). It has been used to produce professional-looking subject-matter newsletters, for example on hate crime, to be distributed amongst internal and external stakeholders; for producing the weekly internal bulletin, The Brief; and for Area newsletters that are sent directly to members of the public after registering for the service. Aside from producing more effective and engaging content, Granicus provides us with a wealth of analytical data that was simply not available previously. This helps us to understand how our content is consumed, what is effective (or not) and how future activity can be tailored to maximise reach and impact and ensure delivery against organisational priorities.
