## Summary

Celtic Sea Power Limited is leading a procurement process titled "Celtic Sea Floating Offshore Wind - Industry Delivery Plans (Logistics and Operational Services)", within the transport services sector, excluding waste transport. The procurement process targets the South West region of the United Kingdom and focuses on developing industry delivery plans for floating offshore wind logistics and operational services. The procurement has moved into the award stage, with the award published on 6 December 2024. Key dates include the end of the tender period on 3 July 2024, and the contract period began on 15 July 2024 with completion on 20 September 2024. The project's minimum value is £30,000 with an awarded value of £28,800 to Tugdock Ltd.

This tender presents significant opportunities for businesses involved in collaborative logistics and operational service solutions, particularly those in the maritime, renewable energy, and infrastructure sectors. It encourages partnerships among operators, landowners, port operators, manufacturers, technology developers, and financial institutions. SMEs are especially suitable for this open procedure below the threshold procurement, as the project fosters private sector collaboration and addresses large-scale industrial challenges, providing a pathway to engage in the emerging Giga-Watt scale floating offshore wind market.

## Notice

The Objective The main objective of this commissioned work is to enable private sector collaboration activity which has the potential to develop into technically credible and investible propositions capable of addressing key industrial scale Logistics and Operational challenges in the Celtic Sea. The development of a "coalition of the willing". The Deliverable To provide Celtic Sea Power with the knowledge and data necessary to support strategy and intervention development, we require successful bidders to prepare an outline delivery plan which addresses the following. This could include operators, landowners, port operators, manufacturers, technology developers, investors, financial institutions, insurers and other parties with complementary capability and/or capacity. The outline delivery plan should identify who will be involved and detail the most appropriate commercial relationship or vehicle that will be used to achieve requisite scale. It should also consider how this is anticipated to develop over time in order to become a realistic/ competitive option for the Giga-Watt (GW) scale FLOW market. Full details, including how to apply, is included in the Invitation to Tender
