## Summary

The recent procurement process titled "Developing Consultation Toolkit" was conducted by The Department for Transport in London, England. This project falls under the “Research and development services and related consultancy services” industry category. The contract was awarded on 30 January 2020, with a total value of £15,000, and the contract period from 1 February 2020 to 15 May 2020. The procurement method utilised was a selective approach, specifically a call-off from a framework agreement, indicating that the organisation relied on a pre-established list of qualified suppliers to select the awardee.

This tender presents a prime opportunity for businesses specialising in consultation and engagement, particularly those with expertise in the aviation sector and knowledge of the CAP1616 process. Companies like consultancy firms or legal advisors that can provide the technical and legal expertise requested in this contract would be well-suited to compete. As the awarded contract was given to The Consultation Institute, it highlights the demand for high-level specialised advice in public consultation processes. Leveraging existing expertise in similar projects can facilitate business growth in this niche market.

## Notice

ICCAN is preparing guidance on how airports can best consult with their stakeholders on airspace change, under the Civil Aviation Authority's (CAA) CAP1616 process. Our best practice guidance will take the form of an online toolkit and is planned to be published in April 2020. Producing this requires technical and legal knowledge that goes beyond the level of expertise that currently exists in ICCAN, so we will need to draw on specialist external advice to help us scope, prepare and quality assure the project. Having previously searched for and sought quotes from alternative suppliers (submitted to CRM team) to provide specialised consultation advice, we know that there is only one supplier that can assist us with this work - The Consultation Institute. During last year we requested quotes for in-house training on consultation law and engagement best practice, and we have researched alternative providers for the advice and support we will require for this work. The Consultation Institute (tCI) demonstrated that it was the industry leader when it comes to providing expertise on consultation and engagement in this very specialised field. tCI has expert experience of the aviation industry and has specific knowledge around the CAP1616 process which will be beneficial for our work. The supplier delivered quality assurance on The Airports Commission consultation, demonstrating again why they are uniquely positioned to provide us with expert advice.
