## Summary

The Department for Digital, Culture, Media and Sport (DCMS) has completed a public procurement process for a research project titled "GB-London: 102096 - Press Sector Financial Research." This project falls under the services category, specifically focusing on research services related to the financial sustainability of the press sector in the United Kingdom. The contract, valued at £35,000, began on 27 November 2020 and was awarded on 26 November 2020, with a final reporting period that concluded on 31 March 2021. The open procurement method was employed for this tender, which requested an analysis of financial dynamics in the sector, particularly in the context of Covid-19 impacts.

This tender presents opportunities for small and medium enterprises (SMEs) engaged in research and analysis, particularly those with expertise in financial assessments and sectoral studies. Businesses that specialise in economic insights or are familiar with the media industry transformation and its financial challenges would be well-placed to apply their skills. Participating in such tenders can enhance a company's portfolio and provide vital insights that contribute to public policy, thereby fostering growth and establishing valuable relationships with government entities.

## Notice

DCMS requires a research project to: 1) Examine costs, revenues, assets, and liabilities of individual firms and analyse findings at an aggregate level. Provide a short overall analysis of what can be inferred about financial sustainability of the sector from these findings. 2) Examine how the issues considered in (1) change over time and across different sub-sectors. More information is provided below. 3) Provide an initial analysis of the impact of Covid-19 on the sector and a discussion of how the crisis may alter financial dynamics analysed in (1) and (2). The primary aspects of the research will be (1) and (2), with the third section a shorter and more prospective discussion given limitations surrounding an analysis of Covid-19 impacts. The findings of this analysis will be presented through a final report and presentation. The project will be used to inform the Government's press sustainability policy in the context of structural decline and the Covid-19 crisis. The detailed financial analysis it provides will be used to aid the design of future interventions in the sector. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
