Any methodology suggested must cover all modes in order to facilitate comparison between them. While previous approaches will be considered, there is also a need for innovative thinking and the project will add value by generating new ideas and combinations of approaches. The options presented should vary in ambition and resource implications, with indicative cost and timescale presented for each option.
