## Summary

Leicester City Council has successfully concluded the award phase of an open procurement process for the delivery of Body Worn Video Cameras included under the ESPO framework reference 628_23. The contract, valued at £198,010, has been awarded to Reveal Media Limited and covers the provision of 150 cameras, along with Digital Evidence and Asset Management Software, and related services. The contract period is set to commence on 12th December 2025 and will run until 11th December 2030. This contract, categorised under software package and information systems (CPV: 48000000), aims to serve various service areas within Leicester, enhancing security and management capabilities across numerous locations in the city through a cloud-based solution.

This tender presents ample business growth opportunities, particularly for small and medium-sized enterprises with expertise in developing and managing surveillance technologies and software systems. Leicester City Council's requirement for a scalable solution that potentially includes a 20% increase in supplied equipment offers further scope for expansion. Moreover, the need for high-quality digital solutions that meet law enforcement standards suggests that businesses with strong regulatory compliance capabilities and those innovative in cloud-based information management services are well-suited to compete in similar future procurement endeavours.

## Notice

Leicester City Council wishes to purchase 150 Body Worn Video cameras, associated Digital Evidence and Asset Management Software (DEAMS), ancillary products, and services for a number of service areas, the cameras having been identified as a potential means of reducing assaults on frontline staff. It is anticipated that during the contract term the Council may require up to a further 20% more of Body Worn Video cameras including DEAMS and associated services from the successful supplier. However, this is neither promised nor guaranteed. Additional cameras, associated equipment and software, where required, will be governed under the same contract and will not create a new agreement and will be ordered through the order mechanism within the contract terms. The cameras and associated equipment and software must be able to produce images and sound of a standard that will be acceptable as evidence to the Police, Crown Prosecution Service and the Courts. The equipment will be used by several different service areas namely but not limited to, Parking Enforcement, City Wardens, Safer Communities, Parks, Security, Network Management, Bus Stations and Dawn Centre. As such the cameras will be issued to the users at a number of separate locations around the city. Our existing solution is hosted on our servers but the Council have made the decision for the new solution to be Cloud based.
