## Summary

Portsmouth City Council is contracting for the "Transforming the D-Day Museum Base Build Works" project, which involves significant construction and refurbishment at the D-Day Museum located on Clarence Esplanade, Southsea, Hampshire. The procurement process, classified under "Museum construction work," is presently in the Award stage, with the contract awarded on 2nd May 2017, and a contract period extending from 29th May to 10th October 2017. The method of procurement utilised is the selective or restricted procedure, with a tender period that concluded on 16th January 2017.

This opportunity presents a promising avenue for growth, particularly for construction firms that specialise in refurbishment of cultural and historical sites. Businesses engaged in structural alterations, mechanical and electrical installations, and building renovation would be well-suited to compete. The redevelopment, bolstered by Heritage Lottery Fund financing, aims to modernise the D-Day Museum and restore its appeal, potentially boosting visitor numbers and enhancing the local economy.

## Notice

Portsmouth City Council (the Authority) is seeking to procure a contract for construction and refurbishment works at the D-Day Museum located on Clarence Esplanade, Southsea, Hampshire PO5 3NT. The D-Day Museum is Britain's only museum dedicated to one of the most pivotal events in world history - the landing of Allied troops on the beaches of Normandy on 6th June 1944. The D-Day Museum is located on Southsea seafront in Portsmouth and was established in its current building in 1984. The building incorporates an earlier vehicular shed which was located on the site as part of an historic MOD site. The building was then extended in 1994 to house a caf?. The Museum sits within a Grade Two Registered Historic Park and Gardens adjacent to Southsea Castle, a Scheduled Ancient Monument. The current Museum is dated and no longer meets the requirements of the expectations of modern day visitors which has resulted in the decline of visitor numbers in recent years. In addition to the above, the Mechanical and Electrical Installations are inefficient and provide limited environmental controls. In order to reverse the Museum's decline and bring back the D-Day story to life in a meaningful, relevant and accessible way for present and future generations the Council are embarking on a major redevelopment project with funding provided by the Heritage Lottery Fund which involves the following capital works: o Interior reconfiguration including removal of some walls/ ceilings with associated structural strengthening. o External fa?ade and visitors entrance refurbishment. o Ticketing/ information/ retail space reconfiguration. o Existing gallery spaces reconfiguration. o New build extension to form corridor between existing exhibition spaces across an external area to bring this within the building's footprint. o Caf? relocation. o Replacement/ upgrading of the Mechanical and Electrical Services throughout the building. o Provision of appropriate back of house space. o Creation of a flexible Learning/ Event space In addition to the above, there will be a separate Exhibition Fit-out contract which will commence following the completion of the construction/ refurbishment works. The main headings under which the construction/ refurbishment works will be required are: o Structural alterations. o Forming extension (including substructure, external walling, roofing and drainage works). o Internal partitions. o Mechanical and electrical installations. o Fittings and furnishes. o Floors, walls/ ceiling finishes. o General repairs/ improvements to the building fabric. It is intended that the appointed contractor to undertake the construction and refurbishment works shall act as the Principal Contractor as defined by the Construction (Design and Management) Regulations 2015. The Council is targeting to have awarded the contract by 28th April 2017 with a su...
