## Summary

The procurement process is being led by Attain Health Management Services, focusing on the "Early Market Engagement - Greater Essex Transforming Care Partnerships (TCP) Programme." This initiative falls under the health services industry category, specifically aimed at enhancing the provision for adults with learning disabilities or autism. The engagement phase is scheduled to conclude on 23rd February 2018, with the first workshop set to take place on 4th April 2018 in Chelmsford, Essex. The process is currently in the planning stage, with a strong emphasis on understanding market capabilities to inform future contract design.

This tender presents significant business growth opportunities for organisations specialising in health and social care services, particularly those with expertise in working with individuals with complex needs. Businesses that provide nursing services, mental health support, and social work are particularly well-suited to engage with this process. The focus on community-based preventative health services indicates an increasing shift towards outcome-based contracts, which may further attract innovative service providers aiming to collaborate on improving care outcomes within the Greater Essex region.

## Notice

In line with the national Transforming Care programme the Southend, Essex and Thurrock (SET) Transforming Care Partnership have agreed over the next 12-18 months to re-procure a number of specialist contracts for Adult provision across health and care services. These services are aimed at people with LD and / or autism at risk of or already demonstrating Behaviours that Challenge that can sometimes lead to very poor outcomes, including admission to in-patient health, contact with the Criminal Justice System or poor physical health outcomes. The national service model, announced in 2015, https://www.england.nhs.uk/wp-content/uploads/2015/10/service-model-291015.pdf articulates the value of seamless services across health and care, multi-disciplinary working, outcome based contracts and a shift to community-based preventative health and care services. The purpose of the engagement is not only to support providers to better understand the requirements of the Essex commissioners but also to use the knowledge of the market to design services which are in the best needs of our service users, their families and carers. With this in mind we are establishing a series of workshops for both social care providers who work with the more challenging and complex individuals with LD and / or autism along with specialist LD healthcare providers to provide the broadest forum for engagement. The agenda for the first workshop will cover the following areas: * Overview of the National Programme; * Who we are in Essex and what it is that we are looking to achieve; * Details of the 'Essex Landscape' and how specialist care and health services are currently being delivered and contracted - the challenges within the system which will be addressed; * Future planning - outline of the plans for procurement of specialist health and specialist social care services for Adults * Workshop / discussions - chance to explore and influence a number of questions about the scope of contractual arrangements and the impact of moving to more outcome based contracts across health and specialist social care * Next steps Further workshops / events are planned for May which will consist of 1:1 sessions with LD health providers only as this is the first contract that will be re-procured. These will further refine the healthcare component within the wider future system. The first workshop will be held on Tuesday 4th April, 09.30am - 1.00pm, Marconi Centre, Tydemans off Beehive Lane, Chelmsford, Essex, CM2 9FH. Should you wish to attend providers are asked to register on the Bravo portal (link below) and follow the instructions in order to submit an expression of interest. Attendees should have the right knowledge and expertise to actively participate in conversations. The slides and write up of the discussions and updated timeframes / next steps will be made available following the event.
