## Summary

Luton Council has completed the procurement process for the project titled "BT1900 - Professional Support for Flood Risk - Open Lea OBC", with a focus in the urban planning services category. This procurement involved a direct award process aimed at obtaining professional support for flood risk management in Luton town centre. The project entails tasks like undertaking a peer review of a draft Outline Business Case, engaging with involved parties including the Environmental Agency, and implementing flood risk management strategies. The contracting process, valued at £95,000, has reached the award stage with WSP UK Ltd selected as the supplier. The contract commenced on 1st April 2026 and extends until 1st April 2027.

This procurement opportunity presents notable potential for growth in the urban planning and environmental consulting sectors, particularly benefiting firms proficient in flood risk assessment and sustainable drainage. Business entities specialising in urban planning, water-supply, waste consultancy, or environmental services could find such initiatives beneficial to expand their portfolio and demonstrate expertise in critical infrastructure and environmental projects. The project requires collaborative efforts with local authorities and environmental bodies, offering a robust platform for consultancy firms to showcase their skills in comprehensive public infrastructure.

## Notice

The council is seeking a competent supplier to undertake an urgent peer review of a draft Outline Business Case for a flood risk management project in Luton town centre - Open Lea 2. The scheme consists of 3-4 lengths of de-culverting with creation of new pocket parks around the open stretches, repairs to culvert that need to remain in place between the Leaside hotel and Power Court, retrofit of sustainable drainage elements alongside the overland flowpaths affecting the town centre from the north, east and south. The supplier will be expected to engage with the EA to fully appreciate their comments, in particular in relation to hydraulic modelling, and the Lead Local Flood Authority at the council, as they led the development of the OBC and related evidence base. The supplier will be expected to undertake, in an expedient manner, a peer review and update of the OBC and appendices (to the extent that is necessary) to enable submission under the current Flood and Coastal Erosion Risk Management Funding Policy.
