## Summary

The Street Parish Council is seeking support for a Young People initiative and has issued a Request for Quotation with a deadline of 12 Noon on Monday 6th March 2023. The project aims to engage young people in their community, address antisocial behaviour, and improve engagement in village life. The total contract value is up to £30,000 per annum for three years, with work expected to start in April/May 2023. The procurement method is 'Other - Set Rate with a review after 6 months'. The initiative falls under the Welfare services for children and young people industry category.

This tender opportunity presents a chance for appropriately qualified and resourced youth outreach organisations to bid for a contract with the Street Parish Council. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations are well-suited to compete for this opportunity. The project offers a stable funding source for three years, with the potential for further extensions, catering to businesses focused on youth services, community engagement, and after-school activities. Interested businesses should act promptly to develop their bid and align with the project's objectives and delivery timelines.

## Notice

Please submit your quotation by 12 Noon on Monday 6th March 2023 to dcro@street-pc.gov.uk or Street Parish Council, 6 Leigh Road, Street BA16 0HA 1.1 In recent months there have been signs which suggest some young people lack appropriate access to positive activities, and do not feel part of the Street community. The parish council wishes to understand the situation and to engage a suitably experienced and resourced organisation to work with young people to develop a programme of activities which enable their development and engage them in the life of the village. 1.2 Street has a range of activities and opportunities for young people aged 13-19, including sport and active leisure, creative and performing arts, uniformed groups and social spaces. In addition to the above, the village has communal and common areas which are popular meeting and congregation points for young people. Some are public spaces - e.g. the skate park and library gardens - and some are privately owned with public access - e.g. McDonalds and the Crispin Centre. There have been incidents of antisocial behaviour, with some amenities being vandalised. 2. Support required 2.1 Street Parish Council is inviting bids from appropriately qualified and resourced youth outreach organisations to work for a period of three years with an initial review after 6 months and a review point at the end of each 12-month period. This work would commence as soon as practicable in 2023 with the following aims: * To research and report on young people's perceptions of Street and their ambitions for the village * To work with young people and other stakeholders to develop a programme of activity and opportunities to improve young people's engagement in village life * To address and reduce incidences of antisocial behaviour * To improve the uptake of after school clubs and holiday activity opportunities * To reduce the number of calls to the Police to report ASB in the village 3. Funding available: 3.1 Total contract value of up to PS30,000 per annum for three years funding is available and should be used to fund the entire planning, administration, management, resources, delivery, evaluation, and report-writing. PS15,000 to be paid on acceptance of bid and PS15,000 to be paid subject to a satisfactory review at 6 months. Funding in years 2 and 3 to be paid at the start of the year. 3.2 An outline specification will be agreed between the council and chosen provider. The provider will report quarterly on activities, outputs and outcomes in the specification, and provide an annual progress report to include a presentation to Council. 4. Timeframe: 4.1 Once the organisation has been appointed, work is expected to start in April/May 2023. You can get an application form from the contact listed above.
