## Summary

The Ministry of Defence (MOD) has initiated a tender for the Defence Test and Evaluation Services Future. The MOD is seeking industry input through Early Market Engagement (EME) to shape the delivery of modernised Test and Evaluation services. The engagement end date for this process is set for 19th August 2024, with the first Industry EME event scheduled on 12th September 2024. The procurement falls under the industry category of Test and Evaluation, and the buying organisation is the Ministry of Defence, located in Bristol, England.

This tender offers an opportunity for businesses in the Test and Evaluation industry to contribute to shaping future T&E services for the Ministry of Defence. Small and medium-sized enterprises (SMEs) suited to providing T&E capabilities, including areas such as Virtual T&E Platform, Live T&E Platform, and Deployable T&E Platform, are encouraged to participate. Businesses with innovative technologies and solutions that can enhance T&E capabilities and support military advantage are well-positioned to compete in this procurement process.

## Notice

The Ministry of Defence (MOD) has an enduring requirement for the provision of Test and Evaluation (T&E) services. T&E is core to all Defence equipment programmes to ensure the reliability and fitness for purpose of the equipment it uses. The MOD has established a T&E Transformation Programme which is reviewing how T&E will be delivered in the future and how new, innovative technologies can improve and enhance current capability to enable T&E for military advantage rather than solely for equipment acceptance. The Transformation Programme is developing a new requirement for the provision of future T&E services and there is an opportunity for Industry to help shape this. The MOD has identified the following potential grouping of T&E services to facilitate a conversation with industry, but this is not exhaustive and will likely evolve because of our engagement: - Virtual T&E Platform: Common infrastructure, architecture, assets and capabilities required to support modelling and simulation-based T&E. - Live T&E Platform: Centrally funded estate, range infrastructure and T&E capability to support real world testing and data capture for evaluation and model validation. - Deployable T&E Platform: Common enablers of T&E capabilities that can be deployed and user-operated anywhere. There are several supporting services which MOD envisages will augment and underpin the above. Working with the T&E Transformation programme, the MOD has established the Defence Test & Evaluation Services (Future) (DTES (F)) project which has launched a concept phase to scope the delivery of the modernised T&E services. To support this, MOD is seeking Industry's input via Early Market Engagement (EME) to enable MOD to: Understand the current marketplace for the provision of T&E capabilities. Ensure MOD's future requirement is aligned with the capabilities, capacity and skills in the market. Understand where industry sees challenges and identify opportunities for MOD to address these via its new requirement. Identify contractor-owned facilities that have the potential to reduce the burden on Government-owned facilities. To register your interest to support MOD's EME for DTES(F) and attend the first Industry EME event on 12th September 2024, please respond to this PIN by completing the Microsoft Form on this link by 19th August 2024: https://forms.office.com/Pages/DesignPageV2.aspx?subpage=design&token=cc9cefc2227944fd9333196037cfda94&id=7WB3vlNZS0iuldChbfoJ5VwN9wdUOAFJu0rBxEOGJsZURjBSR0dSMjFPQzRUUTY0SUtYR0VPNVIxMS4u&topview=Preview Following registration, further details will be provided as part of pre-reading material in advance of the first Industry event. This will confirm the location, timings, event requirements and process for asking clarification questions. Due to capacity constraints for market stalls, the number of suppliers who can attend the first Industry event is limited
