## Summary

Surrey County Council has initiated a tender process titled "Request for Information Operating a Short Breaks Scheme" under the health and social work services category. The tender, published on 29th November 2024, is currently in the tender stage. It aims to gather views and insights from providers to shape the procurement of a residential short breaks scheme, essential for supporting carers and promoting the independence of residents as part of the 2030 Community Vision. The tender is active, and interested parties should note the end date for the tender period is 16th December 2024. The contract period is scheduled to start on 1st January 2025 and conclude by the end of the same day. Services are to be delivered in locations including British Oversea Territories, Channel Islands, Europe, Isle of Man, Rest of the World, and the United Kingdom, with Surrey County Council being centrally involved from their office at Woodhatch Place, Reigate.

This tender offers substantial opportunities for businesses to expand in the health and social care sector. It is particularly well-suited for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that are capable of providing residential short break services. By participating, businesses can contribute to a vital public service aimed at enhancing the well-being of carers and those in need of respite care, supporting the broader goal of a healthy, inclusive community. The procurement method allows for diverse inputs, ensuring a fair chance for capable businesses to demonstrate their expertise and innovation in delivering these essential services.

## Notice

Ensuring 'Nobody is Left Behind' In 2018, the Council embarked on a large-scale engagement activity with residents, staff, members, partners and businesses to shape our vision for Surrey in 2030. Together we agreed that: 'By 2030 we want Surrey to be a uniquely special place where everyone has a great start to life, people live healthy and fulfilling lives, are enabled to achieve their full potential and contribute to their community, and no one is left behind.' It is essential that the care and support provided by Surrey County Council's Adult Wellbeing and Health Partnerships Directorate enables us to deliver our Community Vision for 2030 and promotes the independence for our residents in all we do and offer. We recognize that carers require support to maintain their caring responsibilities. Residential short breaks give people an opportunity to share experiences and socialise in their communities outside the family home, whilst enabling the family carer to maintain their own health and well-being by providing them with a break from their caring responsibilities. In March 2023 Cabinet approved a remodelling of the short breaks offer to improve equity of access and diversity offer, and a capital investment to redevelop SCC's residential short breaks facilities. We also procure residential short breaks from other providers in the sector. This Request for Information (RFI) seeks to gather views and intelligence that providers would like to offer to shape how best to take forward the procurement of operating a Residential short breaks scheme.
