## Summary

The procurement process involves a direct award for the repainting works of various lighthouses, managed by Trinity House, located in London. The contract, titled "Direct Award of Lighthouse Painting Works," falls under the industry category of painting and protective-coating work of structures (CPV 45442120). It was initiated due to unforeseen circumstances caused by COVID-19, which disrupted planned procurement activities. The tender period concluded on 18 June 2020, with the contract period running from 1 July 2020 to 31 March 2021. The total contract value is £351,000, awarded through a direct procurement method without competitive bidding due to technical reasons such as accessibility and expertise requirements.

This tender presents a significant opportunity for businesses specialising in painting and refurbishment works, particularly those with pre-qualification status with Trinity House. Large-scale companies capable of delivering intricate and specialised painting projects in various challenging environments would be particularly well-suited to compete for such contracts. The direct award process allows for a quicker response to procurement needs, potentially enabling businesses to secure rapid engagements while addressing post-pandemic maintenance requirements for key infrastructure like lighthouses.

## Notice

Due to COVID-19, the planned lighthouse painting works as advertised through the new Dynamic Purchasing System were either cancelled or postponed. The COVID-19 crisis was unforeseeable and has interrupted planned and advertised procurement activities, resulting in short-term direct award processes to be undertaken to mitigate the situation. The Direct Award procedure via Public Contracts Regulations Clause 32 (2)(b)(ii) has been enacted to award the repainting works of lighthouses to pre-qualified organisations known to Trinity House without further competition. The competition is absent for technical reasons, due to accessibility, scaling, expertise and other reasons established by Trinity House. Also, due to COVID-19, site visits were unable to be held with the DPS field of tenderers. The following lighthouses have had various works awarded under this requirement: Strumble Head, St Ann's, St Anthony, Whitby, Port Lynas, Cromer, Lowestoft, St Catherine's and Nash Point.
