## Summary

The United Kingdom Sports Council is seeking tenders for the "Mental Health Champion Training - High Performance System" project, aimed at developing a training programme for Mental Health Champions within the Olympic and Paralympic sports system. This procurement falls under the services category, classified as development consultancy services (CPV code 73220000), and includes specific classifications for health training and sport-related services. The tender process is currently active, with an open procurement method under the open procedure (below threshold). Suppliers must register their expression of interest by 16:30 on 8 October 2019, and the deadline for submissions is 22 October 2019. The contract is expected to commence from 1 December 2019 and will run until 31 December 2023.

This tender presents a notable opportunity for businesses experienced in health training and consultancy services, particularly those with a focus on mental health awareness and support within the sports sector. Companies that specialise in educational programme delivery, particularly for high-performance contexts, will find this opportunity aligns well with their offerings. Additionally, small and medium-sized enterprises (SMEs) are encouraged to participate, leveraging their agility and specialised knowledge to meet the requirements laid out by the UK Sport and the English Institute of Sport.

## Notice

In October 2018 UK Sport designed and communicated a mental health strategy for the High Performance System, focused on 4 key pillars: (i) education, (ii) provision, (iii) communication and (iv) assurance. As of January 2019 a Mental Health Team, housed in the English Institute of Sport Limited (a subsidiary company of UK Sport), has been tasked with delivering on that mental health strategy. With regards to the education strand a sport specific mental health awareness workshop was developed that focused on understanding and talking about MH, looking after self and supporting others, and responding to real life concerns. This educational workshop has now been delivered to over 75% of the funded Olympic and Paralympic Sports in the High Performance system. Over the course of the next cycle (2020-2024) the education strand of the mental health strategy will focus on the development of a network of Mental Health Champions (within sports and centrally within the English Institute of Sport and UK Sport), which will build on the understanding from the mental health awareness workshops with enhanced knowledge, and application of core skills and competencies relating to mental health. The champions will not only receive an enhanced training programme, they will also benefit from ongoing supervision and support with reflections and best-practice sharing throughout the mental health champions network. UK Sport invites Tenders for the provision of developing and delivering an appropriate training programme for Mental Health Champions, and the ongoing supervisory support for Mental Health Champions post-training across the Olympic cycle (beginning January 2020). Mental Health Champion training will be provided for identified individuals from across the high performance system, including staff, athletes and stakeholders associated with each sport's World Class Programme (WCP), the English Institute of Sport (EIS) and UK Sport ("the Services") in accordance with this ITT and the attached documents. Suppliers wishing to tender must register their expression of interest by emailing rebecca.cole@uksport.gov.uk and james.bell@uksport.gov.uk by 16:30 on 08.10.2019 along with any clarification questions they may have in accordance with paragraph 8 of this ITT. Additional information: Supplier wishing to Tender must register their expression of interest by emailing rebecca.cole@uksport.gov.uk and james.bell@uksport.gov.uk by 16:30 on 8 October 2019, along with any clarification questions.
