## Summary

Cornwall Council has recently awarded a contract to First South West Limited for the operation of the Truro Park and Ride Bus Service. The service, which is a key mode of transportation for residents, visitors, and commuters accessing Truro, includes routes to major destinations such as Truro College, the Royal Cornwall Hospital, New County Hall, and the city centre. This award, made on 2 April 2025, follows an open procurement process and sees the introduction of seven new electric vehicles, partly funded by Zebra 2. The contract, valued at just over £4.35 million, runs from 17 January 2025 to 31 March 2028.

This tender offers significant business growth opportunities, particularly for operators specialising in public road transport services, electric buses, and sustainable travel solutions. Businesses can benefit not only from the financial aspects of the contract but also from being integral to a flagship service anticipated to complete around 60,000 passenger journeys per month. The contract encourages innovative use of terminal buildings and the integration of additional social value initiatives, making it well-suited for SMEs with a vision for community-focused, environmentally responsible service provision.

## Notice

The Council is inviting interested bidders to tender for our Truro Park & Ride Bus Service, which it aims to be seen as the mode of travel choice for residents, visitors and commuters when accessing Truro. We are seeking an Operator that will share our vision that the Truro Park & Ride is a flagship service, offering a reliable, regular and affordable travel option in to Truro. The Service route encompasses key destinations including Truro College, the Royal Cornwall Hospital, New County Hall and the City centre. This high frequency service currently operates from 6:30am to 7:30 pm, Monday to Saturday. Buses operate between 10 and 15 minute intervals during peak times to suit the needs of commuters and those visiting Truro. The Council currently own 8 buses which are leased to the operator to provide the service with dedicated vehicles - this is included in the contract price. Vehicles are maintained, fuelled and insured by the operator. The service completes circa 60,000 passenger journeys per month. With a successful bid for Zebra 2 funding, the Council will be introducing 7 electric vehicles to the service to update the fleet and installing charging infrastructure on the park and ride terminals located at Langarth, with 1,209 car parking spaces on the western approach to Truro and Tregurra with 1,379 car parking spaces on the eastern approach. This is an opportunity for the winning Operator to be part of the journey to electrification with us. There is also an opportunity for bidders to outline their plans for better utilisation of the terminal buildings and to demonstrate how, via this contract, they can bring social value to Cornwall.
