## Summary

The London Borough of Merton has successfully completed the procurement process for its Walking & Cycling Strategy, as part of its Sustainable Transport Strategy. This initiative is classified under the "Transport services (excl. Waste transport)" category and carries an award tag, indicating the selection of WSP UK Limited as the supplier. The project, valued at £59,968 GBP, commenced on 14th March 2025 and will conclude on 15th September 2025. The procurement used an open procedure method, and the process concluded with an active award status on 9th July 2025. The strategy will span across various regions in the UK, such as London, North East, North West, and others.

This tender offers substantial opportunities for consultancy businesses specialising in transport systems and sustainable transport strategies, particularly those capable of handling projects aligning with national, London, and local policies on climate change, air quality, public health, and planning. Small and medium-sized enterprises (SMEs) would find this project viable, given its openness to smaller businesses, facilitating their growth and expansion in the transport consultancy sector. With emphasis on developing a high-quality cycle network across the borough, businesses with expertise in urban transport planning and environmental strategies are well-suited to contribute innovative approaches to this endeavour.

## Notice

Walking & Cycling Strategy: London Borough of Merton is seeking to commission a consultant team to produce Merton's Walking and Cycling Strategy (2025-2035, which will form a key part of the boroughs new overarching Sustainable Transport Strategy, also currently being developed. The successful consultancy team will help the borough define its vision, set objectives and provide a framework to encourage and enable walking and cycling trips in all parts of the borough. A key component of this must include a review of Merton's existing cycle route network and present a strategy and supporting delivery plan detailing how this can be transformed into a comprehensive borough-wide network of high-quality cycle routes. The strategy must identify and align with relevant national, London, and Council strategies and policies, particularly on Climate Change, Air Quality, Public Health and Planning. Particular attention should be paid to Merton's New Local Plan, adopted in November 2024, and the Council's emerging Sustainable Transport Strategy.
