## Summary

The Department for Environment Food & Rural Affairs has awarded a contract for the Decommissioning and Clean Up Programme Participatory Systems Mapping Project. The project falls under the research services category and has a contract value of £25,478. The procurement method used was a limited competitive quotation, with the tender period closing on 23rd September 2022. The contract period is from 21st October 2022 to 31st March 2023.

This opportunity created by the Environment Agency is suitable for small and medium-sized enterprises (SMEs) interested in research services. Businesses involved in sustainability consulting, system modelling, and participatory decision-making could be well-suited to bid for this tender. The project requires suppliers to have experience in similar work and the ability to integrate wider sustainability considerations within system maps.

## Notice

"We would like the supplier to work with ourselves in the Environment Agency's Decommissioning and Clean Up programme, and potentially our partners, to build an outline systems model or map to allow for deliberation and refinement. We would like advice from our chosen suppler as to the level of detail in which we may be able to build our systems model or map considering our timeframe and budget (whether this is at a programme level, project level or issue specific level). The model will need to be accessible to facilitate participation within the Environment Agency and potentially with partners in the first stage to prove the concept and approach. Due to the context of our partnership approach and appetite for participative decision making we envisage a process of confidence building with the main delivery organisations. We are committed to facilitating wider participation but there are recognised challenges around information sharing in the nuclear sector due to security concerns for example. For this reason, we expect to be taking an evolutionary approach. The model will need to be suitable for adaptation to support wider civil society and citizen participation in the future. We remain flexible on our approach to this work and would work together with our chosen supplier on the best approach to undertake participative systems mapping. We are however expecting a phased approach that includes some limited participation that will form the basis for further deliberation and refinement at a later stage. We ask potential suppliers to please include further details on how they would approach participative systems mapping in their tender and how their experience with previous work similar work will add value. We are particularly interested in hearing of proposals to integrate wider sustainability considerations within the system maps. " Additional information: To apply please respond to the attached Invitation to Quote. Email your response to peter.orr@environment-agency.gov.uk and kezia.white@environment-agency.gov.uk. Tenders to be received no later than 16:00 on 23rd September 2022.
