## Summary

The UK Shared Business Services Limited (UK SBS), on behalf of the Department for Business, Energy and Industrial Strategy (BEIS), conducted the procurement process for the "FM21210 - Heat Network Zoning Pilot Programme - Model Development Consultant (MDC)." This contract, classified under "Petroleum products, fuel, electricity and other sources of energy," and various subcategories including environmental services and research consultancy, focuses on appointing consultants to develop models that identify heat network zones in designated cities and towns across England. The procurement utilised an open procedure method, with the tender submission period ending on 2nd December 2021 and the contract period running from 14th January 2022 to 13th January 2025. The pilot programme involved awarding a total value of £788,000 for the MDC portion, culminating with two contracts awarded: one to the Centre for Sustainable Energy with a value of £1,014,909.73 and another to Frazer-Nash Consultancy Limited for £164,300.

This procurement offers significant growth opportunities, especially for small and medium-sized enterprises (SMEs) with expertise in energy model development and environmental consultancy. The MDCs appointed will develop a standardised model capable of identifying heat network zones, which is crucial for advancing local energy strategies. Businesses equipped with robust modelling capabilities, experience in working with public sector projects, and the competency to provide long-term support and training will find this tender particularly aligned with their service offerings. The collaborative nature of the project, which involves ongoing support and consultancy, provides a platform for businesses to demonstrate their proficiency, potentially leading to further opportunities in government-led energy efficiency initiatives.
