## Summary

The procurement process involves the CTM Portal for the NDA Shared Services Alliance as the buying organisation for the project titled "Joint Emergency Services Officer (JESO)." This initiative falls under the category of emergency services vehicles, and it aims to enhance community safety in the North West region of England, specifically Cumbria. The procurement method used was a direct award, with the award being announced on 28th January 2021, after the tender period concluded on 12th November 2020. The contract is valued at £120,001 and is set to run from 13th November 2020 to 5th November 2021.

The JESO initiative presents significant growth opportunities for businesses involved in emergency response services, particularly those specialising in community engagement and safety training. Companies that provide vehicles, emergency medical response services, or community outreach resources would be well-suited to compete for similar contracts. Additionally, businesses focusing on innovative solutions for public safety and community resilience could leverage the framework established by this project to expand their services within the public sector.

## Notice

Cumbria Fire and Rescue Service (CFRS) participate in the Cumbria Blue Light Collaboration Working Group and are currently developing the concept of the Joint Emergency Service Officer (JESO) role across Cumbria. This new exciting initiative will see the JESOs drive forward innovation, effectiveness, efficiency and further develop blue light collaboration, which aims to provide the best service for all the residents and visitors across Cumbria, whilst making our communities safer through education, prevention and response activities. The JESO is a multi-service blue light role based around local communities and undertakes the role of an On-call firefighter and a Police Community Support Officers (PCSO) role. Further development of the role will also include Emergency Medical Response to cardiac arrest patients, similar to the NHS Community First Responders role. The JESO role maintains critical skills in all remits and proactively delivers a range of community safety messages across the community. They also have a crucial role in engaging with members of the community, town and parish councils to ensure a two way approach to gathering and sharing local information and ensuring action is taken to address these issues. As such they will have an important role to play in supporting community resilience and ensuring local accountability.
