The Council has been awarded Highways England Designated Funds of PS1m to: (A) Develop and deliver a community archaeology programme on the South Blockhouse (part of a Scheduled Ancient Monument); and subsequently to (B) Develop and deliver a heritage visitor attraction on the South Blockhouse site. A single Project Team within the Council will manage both elements (A) and (B) of the South Blockhouse Project. The total budget set aside for the South Blockhouse Project is PS1.25m, with costs expected to be split approximately 50:50 between elements (A) and (B). This procurement relates solely to element (B): development of the site to improve access and create a high-quality public visitor space). The commission will consist of two packages of work at a fixed price covering the following: Package 1: Feasibility, options appraisal and concept design; Package 2: Development of the agreed design option and preparation to the point of Scheduled Monument Consent submission and, if necessary, Planning Application submission; development of detailed specification for the tender documentation for the landscaping and interpretation contractor/s; assistance with tender evaluation and advice; and overseeing contractor delivery to the point of site handover to Hull City Council. The first tranche of Highways England funding has been made available for work Package 1, with further tranches contingent on the project demonstrating feasibility. As part of work Package 1, the successful bidder will assist the Council to develop a robust business case for the project to proceed with the full Highways England funding.
