## Summary

The University of Plymouth is conducting a tender for the "H&S Management System" project, which falls under the category of industry-specific software packages. This procurement, classified as services, is currently in the Award stage, with an active contract awarded to Optima Diagnistics. The contract, valued at £32,885, commenced on 27 April 2019 and will run until 26 April 2024. The tender period ended on 7 December 2018, and the main delivery location for this service is in the South West region of the United Kingdom.

This tender presents significant opportunities for businesses specialising in health and safety management solutions, particularly those offering innovative software technologies. Small to medium-sized enterprises (SMEs) would be well-suited to compete, as the buying organisation is keen to reduce management costs while enhancing efficiency through effective systems. Vendors with expertise in implementing comprehensive health and safety frameworks tailored for educational institutions may find this an advantageous opportunity for business growth.

## Notice

As an employer, we have responsibilities for health and safety at work as set out in the Health and Safety at Work etc Act 1974. We have a 'duty of care' to look after the health, safety and welfare of our employees while they are at work and failure to do so renders the company liable to investigation and penalty and exposes the directors to risk of imprisonment. Accidents to employees, visitors and customers also cost the company money through claims, damage to assets, lost working time and reputational damage. Effective Health and Safety Management processes reduce cost and risk from these sources. Using the right technology to support the processes ensures effectiveness and reduces management costs through increased efficiency, hence this project to refresh our Health and Safety systems. For the purposes of costing bids The University has approximately 3000 staff members and 20000 students all of whom may need to access web forms / portals for incident reporting and investigation and conducting or reviewing risk assessments, inspections, audits etc. However, only the Health and Safety Team and possibly nominated 'super-users' (Safety Coordinators) will need to access the background system for administration purposes. In total this is likely to be less than 100 'users' requiring full administration access.
