## Summary

The Mayor's Office for Police and Crime (MOPAC) has announced a planned procurement process for the "Pan London Sexual Abuse Support Service," aimed at providing support for victims/survivors of sexual violence across London. This procurement falls under the health and social work services category (CPV 85000000) and is currently in the planning stage. The initial contract period will span from 1st May 2025 to 31st March 2030, with two additional one-year extension options available at MOPAC's discretion, potentially extending the contract until 31st March 2032. Key budgeting periods are defined from 2025-2030, with the total value projected at GBP 65,387,492. The procurement method will follow a light-touch regime, akin to the Competitive Procedure with Negotiation.

This tender presents substantial opportunities for growth, particularly for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). The requirement for an accredited Independent Sexual Violence Advocate (ISVA) service, alongside the holistic and emotional support services, means that businesses with specialisations in these areas are particularly well-suited to compete. Collaborative service provision, under the vision of MOPAC, further provides a platform for multiple providers to work together, enhancing service efficacy and outcomes for victims/survivors. With a significant budget and an extended contract period, this tender is a prime opportunity for businesses looking to expand their service offerings within London's public sector.

## Notice

The purpose of this notice is to provide prior information to the market about the upcoming tender and to share documents from the market engagement event undertaken: https://www.delta-esourcing.com/tenders/UK-title/N43XP349WH The purpose of this Service is to provide support for victims/survivors of sexual violence in London, improving outcomes for the victim's/survivor's cope and recovery following their trauma, and for those who wish to pursue this, contributing to improved criminal justice system outcomes. MOPAC's vision is to work with multiple providers as part of a single service arrangement for London. The Alliance can be defined as a network of providers delivering victim/survivor support in collaboration with each other to achieve better outcomes for victims/survivors of sexual violence across London. The initial contract period is from 1st May 2025 to 31st March 2030. Further, there will be two one year extension options available at MOPAC's discretion (up to 31st March 2032). Additional information: The Service shall provide advocacy, emotional support and holistic support to victims/survivors of sexual violence aged 11+ in London, ensuring support is delivered by the organisation(s) best placed to do so to meet the individual's needs. There must be an accredited Independent Sexual Violence Advocate (ISVA) service, operating in line with quality standards from a recognised accreditation body (or working towards this accreditation). This requirement falls under the Light Touch Regime (those requirements set out in Schedule 3 - Social and other specific services). A process similar to that of the Competitive Procedure with Negotiation will be followed.
