## Summary

The "Luxulyan Valley Works" project, initiated by Cornwall Council, aims to undertake significant heritage-led regeneration and renewable energy works in the South West of England. ## Notice

The Council ultimately wishes to appoint a Main Contractor to undertake the works for this heritage-led regeneration and renewable energy scheme. The project will: 1. Replace the Council's Hydro Electric Power (HEP) turbine in the Luxulyan Valley; 2. Carry out the conservation works required to the Treffry Viaduct and the leats to provide a regular and sufficient water supply to the turbine; 3. Implement the management plan for the Valley to provide a much enhanced experience for the local community and visitors. Each of these strands addresses key issues, and the business case is by far the strongest if all three are implemented together. The Council owns most of the Valley, which is one of its most popular countryside sites; and the Treffry Viaduct, a Scheduled Monument and iconic structure, is owned by Cornwall Heritage Trust. The leats and Treffry Viaduct are key elements of the international importance of the Cornish Mining World Heritage Site. It is proposed that the project will be funded by the Heritage Lottery Fund, Cornwall Heritage Trust, and Cornwall Council prudential borrowing. The cost of the new turbine will have to be entirely funded from the Council's prudential borrowing. The overall Project will include the necessary conservation works to the Treffry Viaduct and the 2.7 miles of the leat system that supplies water to the HEP turbine, for which Heritage Lottery funding (HLF) will be required. The CC owned existing HEP turbine has reached the end of its economic life, and is now making a financial loss due to greatly reduced water flow as a result of Carmears Leat being dry. CC have had to cut off the water supply for Carmears Leat because it was leaking so badly through the aquaduct channel of the Treffry Viaduct. The Viaduct is on English Heritage's Heritage at Risk Register, and following a recent Condition Survey this Register grades the Treffry Viaduct's condition as Poor, and the priority as A which means 'immediate risk of further deterioration or loss of fabric'. The same Condition Survey identifies many conservation works required to the leats, including preventative works to sections which are vulnerable to leaks and breaches. Both are of international historic importance. The aquaduct channel carrying Carmears Leat across Treffry Viaduct has recently been leaking so badly that CC has had to shut off the water flow into the leat so that the leat is now dry - even with just a sweetening flow almost all of the flow was leaking through the Viaduct structure. The viaduct also spans over the minor road and the Par to Newquay railway branch line and the condition of the viaduct presents a risk to these. Please note: Mace have been commissioned to act on behalf of Cornwall Council (who will be the signatory to any agreement(s) with the Contractor) and the wider stakeholders. As such all queries relating to this initial part of the overall project at least should be addressed to Mace contact as supplied. Additional information: As part of this early engagement exercise, bidders are invited to join an early Contractor engagement event. This will be held on Wednesday 5th October, 2016 in Luxulyan, Mid-Cornwall. The event is designed to include: * Introductory presentation * Site tour * General Q&A session * Issue of a follow up Questionnaire for Contractors to take away and return with some outline proposals or provisional thoughts on how the works required could best be achieved in the most economic and safe manner possible. As part of your response to this notice, please confirm you are able to attend this day (noting attendance will initially be limited to two people per bidder) as well as providing key contact telephone & email addresses in order for information on the open day to be issued. A more detailed briefing document will be made available to interested parties prior to the event. This early market engagement opportunity is also being concurrently advertised via the placing of a Prior Information Notice (PIN) in the Official Journal of the European Union (OJEU).
