## Summary

PALLADIUM INTERNATIONAL LIMITED, based in London, is initiating a procurement process under the UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme. The tender, titled "Development of Electricity Regulatory and Institutional Frameworks for Nigeria's Clean Energy Transition," seeks to engage qualified suppliers to deliver technical assistance in Nigeria's power sector. The tender falls primarily under the category of services related to petroleum products, fuel, electricity, and other energy sources. This open procurement process invites interested parties to submit their applications by 17th July 2026, with an anticipated contract duration from 16th August 2026 to 31st March 2027. The project is specifically tailored for Small and Medium Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs), offering a budget of £77,000 GBP.

This tender presents a substantial opportunity for businesses focusing on consultancy, regulatory frameworks, and clean energy transformation. Firms specializing in emissions tracking, demand forecasting, and capability assessment are particularly well-suited to contribute to this project. The initiative provides businesses a platform to engage in a high-impact programme aligned with Nigeria's Energy Transition Plan, particularly within the newly decentralized electricity market following the 2023 Electricity Act. By participating, companies can enhance their portfolio, contribute to Nigeria's clean energy goals, and establish a foothold in a transitioning market. The opportunity also allows for strategic partnerships with international entities seeking to collaboratively enhance Nigeria's regulatory and institutional electricity frameworks.

## Notice

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting quotations from qualified suppliers or consortia to deliver technical assistance facility in Nigeria Nigeria's power sector is undergoing a major transformation following the enactment of the 2023 Electricity Act, which decentralises the market and empowers States to regulate electricity generation, transmission, and distribution. This reform aligns with national priorities under the Energy Transition Plan (ETP), Nationally Determined Contribution (NDC), and Mini-Grid Regulation 2023, all of which seek to expand renewable energy adoption, enhance efficiency, and reduce emissions. Despite this progress, implementation remains constrained by institutional capacity gaps, evolving regulatory mandates, and limited technical and data systems needed for effective oversight and planning. To address these challenges, this Expert Deployment (ED) will provide targeted technical assistance to the Nigerian Electricity Regulatory Commission (NERC) across three priority areas: (i) Institutionalising emissions tracking within the Nigerian Electricity Supply Industry (NESI) (ii) Developing demand forecasting guidelines for electricity distribution companies (DisCos) (iii) Conducting an Institutional Capability Assessment (ICA) to strengthen NERC's organisational effectiveness. This assignment is designed to complement existing donor support while addressing critical gaps not currently covered by ongoing initiatives. The scope of work focuses on developing practical, scalable regulatory frameworks and tools that can be embedded within NERC's operations.
