Objective 1 is vital across the whole project, so the winning bidder would facilitate knowledge transfer especially with stakeholder external to Environment Agency, via whichever method is proposed by that supplier (either existing / new means). Objective 2 is mainly via the current tender opportunity, although through the process of the work being delivered, this objective will also be met (through the work needed to engage with stakeholder networks etc).
