## Summary

The Ministry of Defence (MOD) has completed a procurement process titled "IP&EMPI (HealthShare and IRIS for Health Licenses) and DMS-IX (IRIS for Health Licenses) FY25-30," focusing on medical software packages. The procurement was conducted as a call-off from the Clinical Digital Healthcare Solutions Framework via the London Procurement Partnership, highlighting the industry's focus on medical and license management software. The location for delivery is the United Kingdom, and the contract was formalised on 3 October 2025, with a period extending from 1 October 2025 to 30 September 2030. This initiative aims to support Defence Medical Services through the integration of current and legacy systems within the MOD, NHS, and other platforms, ensuring a cohesive healthcare information ecosystem.

This tender presents a substantial opportunity for businesses involved in medical software and license management to engage with a large-scale, long-term government project. With a total value of £6,173,707, it is well-suited for large enterprises like Intersystems Corporation, the awarded supplier, due to the complexity and scale of the project. While small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) may find direct involvement challenging due to suitability criteria, they could explore sub-contracting opportunities or partnerships to benefit from this high-value procurement.

## Notice

The Aim for MedIS Programme is to deliver a sustainable, integrated, cohesive and enduring information capability that will fully and effectively support the delivery of evidence-based medical and dental health and healthcare outputs, in order to achieve the aim of Defence Medical Services (DMS). This is to be achieved through the creation of an 'ecosystem' of multiple COTS products / services. To achieve full interoperability of the ecosystem with MOD, NHS, legacy systems and others, the IP & EMPI platforms are required. These licences cover IP & EMPI and DMS IX HealthShare and IRIS for Health licences to continue the live service of the Integration Platform (IP), Enterprise Master Patient Index (EMPI), and HealthCare Provider Directory (HPD) to which the HealthShare application performs. This was a call-off from the Clinical Digital Healthcare Solutions (CDHS) Framework via the London Procurement Partnership (LPP).
