## Summary

Cumberland Council is overseeing a significant procurement process for the Framework for the Provision of Day Opportunities for Adults. This initiative aims to support disabled and older adults by fostering skill development, promoting social inclusion, and providing respite for unpaid carers. The framework includes five lots and spans a range of regions across the United Kingdom, including North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East, and South West. It commenced with a tender stage published on 4 November 2024, with the contract award announced on 24 April 2025. The procurement employs an open procedure method, allowing new providers to submit bids throughout the initial three-year term, and potentially extending up to 31 March 2030. The total estimated value of the framework could reach up to £26.6 million, excluding VAT, reflecting a robust investment in health and social work services.

This procurement offers substantial opportunities for businesses within the health and social work services sector, especially those with expertise in supporting community-based initiatives. Given its open nature, small and medium enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), can readily participate and leverage the framework to expand their operations across multiple regions. Providers with active services or those capable of prompt mobilisation are particularly well-positioned to benefit from this framework. By ensuring their services meet Cumberland Council’s criteria, businesses can contribute to enhancing community welfare while capturing a share of the framework’s financial allocation. This creates a promising avenue for business growth and development within the adult care and support sectors.
