## Summary

Durham County Council is initiating a tender process titled "Provider Panel for Holiday Activity with Healthy Food (2022 - 2025)", aimed at sourcing providers for holiday activities with healthy food targeting children and young people during key holiday breaks such as Easter, Summer, and Christmas. The tender, classified under health and social work services, is currently in the active stage and will conclude on 10th May 2022. The contract period is set to commence on 21st July 2022, with a total value of £3,000,000. This open procurement method allows for flexible arrangements where additional providers may join the panel throughout its lifespan, with year-by-year funding approval from the Department of Education.

This tender presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), to expand their services in the health, social, cultural, and recreational sectors. Successful bidders will not only secure contracts for specific holiday periods but may also receive direct awards for subsequent sessions based on performance and demand. The flexible structure of the provider panel allows businesses to adapt their offerings and respond to changing geographical and activity needs, making it an appealing opportunity for those equipped to deliver engaging activities for children and young people.

## Notice

Re-Opening of Provider Panel for Holiday Activities with Healthy Food (2022 - 2025) for Summer 2022. The Council wishes to seek a Panel of Providers that can undertake holiday activities with healthy food to children and young people in the main holiday breaks i.e. Easter, Summer and Christmas. The Department of Education funding has been agreed for 2022, and although the DfE programme is for three years, DfE funding is only agreed on a year by year basis, consequently this contract will be awarded on a 12month plus 12month plus 12month basis. This will be an open and flexible arrangement to allow additional Providers to join the Provider Panel throughout its lifetime. However, at the discretion of the Council, the Panel may be closed should commissioners deem there be sufficient panel members to meet demand. The intention of the provider panel is, that as a bidder, you will include an initial proposal to cover one holiday period. Where you are successful and are awarded a contract for delivery you may then be considered for direct awards for future delivery over holiday periods throughout the lifetime of the Agreement. Any future direct award will be subject to performance, monitoring, geographical need, activity need, and commissioner approval of the activity. The direct awards can be utilised throughout the lifetime of the Agreement. Within the direct award there is capacity to undertake price refreshers and changes to activity delivery including venue and geographical demand zone. The Provider Panel Agreement provides for no form of exclusivity or volume guarantee by the Council(s) for Services from the Provider and that the Council(s) is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.
