The contract will be held by Essex County Council who will manage the contract. Throughout this specification it is assumed that services will be provided to Alcohol Misusing Adults, Young People (17 & 18 assessed as suitable for adult services), whole families and those vulnerable clients/groups who have been identified as either at risk or affected from substance misuse.
