## Summary

The procurement process for the "Trade Tariff" project, initiated by HM Revenue & Customs (HMRC), focuses on the design, development, financing, implementation, and marketing of integrated tariff information relevant to the UK. The contract, valued at £224,820, falls under the services category (CPV Code: 48000000) and was awarded following a selective procurement method via a call-off from a framework agreement. The contract period spans from 14 August 2019 to 14 August 2020. The procurement was completed with the award formally published on 9 October 2019, with critical milestones occurring within the tender period that concluded on 2 August 2019.

This tender presents significant opportunities for software development and IT service companies, particularly those specialising in cloud services and data management, as it entails maintaining a high service availability for the UK Trade Tariff platform. Businesses that demonstrate compliance with security accreditations such as ISO 27001 would be well-suited to compete, especially those experienced in interacting with government platforms and managing intricate data processes that cater to customs requirements. The ongoing nature of support for the migration to the new Customs Declaration Service (CDS) indicates a sustainable demand for qualified suppliers in this sector.

## Notice

The contract requirement is to design, develop, finance, implement and market coherent integrated tariff information. This service is to be provided to both HMRC and subscribers of these Tariff products. HMRC require the supply of specialist cloud services in order to maintain and continually develop the UK Trade Tariff. The Tariff allows trade to look online for the commodity code of the goods they import and export. It is based on the EUs TARIC database and includes UK specific national measures. Duty rates and other Customs measures are frequently changed or updated. The UK trade tariff needs to provide the most accurate information at any given time receiving daily updates from TARIC. The supplier needs to support and communicate continuously with GDS and the Government PAAS team to ensure the platform on G cloud 11 Foundry is maintained with service availability at 99.95%. Analysis of data and customer feedback is imperative to ensure customer satisfaction. Continual support to HMRC during the migration to CDS supporting trade testing as required. The daily import of EU and national data will need to be converted to a TARIC format and implemented into the trade tariff database. The supplier must meet the security accreditations and standards for the GDS/GOV PAAS requirements. The supplier will also need to comply with ISO 27001 standards.
