At present the processes are not happening as smoothly as they should; fewer assets are being transferred to community groups than might be expected and there are significant variations across the country. The specific tasks are set out in section 3 The focus of the project would be to identify the common lessons for successful asset transfer as well as identifying additional specific issues that might relate to the interests of the partners (e.g. sports facilities or historic buildings).
