The resources and range of services needed for the joint venture are such that the Council understands that it may receive applications from eit Watford Borough Council, as contracting authority, wishes to appoint a private sector partner with whom to establish an incorporated joint venture for a development opportunity forming part of the Town Hall Quarter programme.
