## Summary

The procurement process for the "DS291-19 Protective Monitoring Software" project is being led by the Devon & Somerset Fire & Rescue Service, located in Exeter, England. This procurement, classified under the software package and information systems industry category (CPV code 48000000), is currently at the award stage, with the contract awarded on 27th July 2020. The total contract value is £105,324, and the contract period extends from 27th July 2020 to 26th July 2022. The tender was called off from a framework agreement using a selective procurement method, and it emphasises the need for a protective monitoring solution to enhance information security.

This tender creates significant opportunities for SMEs, especially those specialising in cybersecurity and software solutions, as the awarded contract highlights the need for businesses that can provide robust protective monitoring systems. Companies with expertise in compliance with regulations such as GDPR and the Cyber Assessment Framework are particularly well-suited to compete in this arena. The requirement to bolster cyber resilience in critical services presents a chance for innovative firms to engage and expand their market presence through this procurement process.

## Notice

Devon & Somerset Fire & Rescue Service is the largest non-metropolitan fire and rescue service in England. We provide prevention, protection and response services across the counties of Devon and Somerset (including Torbay and Plymouth). We have 85 fire stations, the second largest number in England and over 1,900 committed and dedicated staff who work tirelessly to protect the 1.7 million people who live in our counties. Increasing Information Security risks coupled with General Data Protection Regulation (GDPR) and Code of Connection compliance, Airwave and Emergency Services Network (ESN), require a replacement Protective Monitoring solution. Essentially this is a cyber fire alarm that will notify if it detects 'smoke' for investigation. That could include multiple failed attempts to login, could be a forgotten password or an attack, or known attack behaviour at the firewall. Currently there is no visibility of potential issues. The National Cyber Security Centre (NCSC) is specifying a Cyber Assessment Framework (CAF) for the Critical National Infrastructure (CNI) based on the EU Security of Networks and Information Systems (NIS) Directive. The CAF is made up of four objectives, one of which is Security Monitoring which a correctly configured Protective Monitoring solution would cover. Procurement of a protective monitoring system will enable Devon & Somerset Fire & Rescue Authority to implement the required controls to protect the IT networks and to meet NCSC, Airwave/ESN and GDPR compliance.
