## Summary

Buckinghamshire Council is seeking to procure nightly paid temporary accommodation services in the Buckinghamshire area, under the industry category of hotel accommodation services (CPV code 55110000). This procurement process is in the tender stage and invites organisations to apply to be part of the approved supplier list. The tender was published on 20th February 2025, and the list will commence from 1st March 2025. Interested suppliers can submit an application form at any point during the initial 12-month period, with the list eventually reopening for up to an additional 24 months. The procurement process is being conducted under the Public Contracts Regulations 2015, specifically Sections 74-76 for social and other specific services.

This tender represents significant opportunities for businesses in the hotel and property management sectors, particularly those capable of providing self-contained or shared accommodation that meets Buckinghamshire Council's health and safety compliance standards. The procurement is open to Small and Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs), allowing a diverse range of businesses to compete. The council will consider factors such as room availability, affordability, quality, and specific user needs, which offers multiple avenues for value propositions from competing businesses. By joining the approved supplier list, companies can secure a steady stream of bookings and contribute to meeting the council's needs for temporary housing solutions.

## Notice

The Council has a duty under Part 7 of the Housing Act 1996 to provide homelessness advice and assistance. This includes a statutory duty to secure Temporary Accommodation (TA) for persons who are homeless and are deemed to be priority need (based on the priority need categories set down in the Act and associated Code of Guidance). It meets this duty through a combination of designated substantive TA (directly owned by the Council or a Registered Provider) or accommodation secured from a third-party provider at a nightly rate as and when required (often referred to a B&B accommodation). The council is seeking temporary nighttime accommodation within the Buckinghamshire area, both self-contained (kitchen, bathroom facilities within the property) and shared accommodation. Evidence of Health and Safety Compliance and appropriate safety certificates i.e. EPC, Gas and Electrical safety certificates will be required for each property and inspections will be carried out by the Council's Environmental Health Officers prior to any TA being used by the Council. Maximum nightly paid rates apply. The Council is conducting the procurement under Section 7 Regulations 74-76 Social and other Specific Services under the Public Contracts Regulations 2015 (PCR 2015).
