## Summary

The United Kingdom Atomic Energy Authority (UKAEA) has awarded a direct contract to Fujitsu Services Ltd for an upgrade of the nuclear accountancy software, required for legal reporting of nuclear material holdings to the Office for Nuclear Regulation. The tender, titled "Qshera," falls under the industry category of "Software package and information systems" (CPV code 48000000), with an additional classification of "Industry specific software package" (CPV code 48100000). The contract, valued at £72,000 including VAT, will run from 15 January 2025 to 14 January 2028, covering locations across the British Overseas Territories, Channel Islands, Europe, Isle of Man, the United Kingdom, and the Rest of the World. This award notice marks the completion of the procurement stage, and no further competition will be initiated.

This tender creates significant opportunities for businesses in the nuclear and software sectors, particularly those specialising in industry-specific software packages. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSE) would be well-suited to seek similar future contracts, given their ability to deliver specialised software solutions efficiently. Engaging in such procurement processes can lead to growth opportunities by establishing credibility and a track record with major contracting authorities like the UKAEA.

## Notice

The software is an upgrade for existing software which is for the approved Nuclear Accountancy System that UKAEA are required to use for the legal reporting of nuclear material holdings to the Office for Nuclear Regulation under The Nuclear Safeguards (EU Exit) Regulations 2019. If UKAEA are unable to report our holdings because the current software becomes incompatible, then it will put the Authority in breach of its legal obligations. All values are for the three year term and include VAT. This is an award notice only and not a call to competition.
