## Summary

Transport For Greater Manchester (TfGM) has successfully completed the procurement process for the "TfGM Variable Message Signs (VMS) and Car Park Monitoring 2025" project. The awarded contract, valued at £1,880,000, is focused on the supply, installation, and maintenance of VMS and car park monitoring infrastructure across Greater Manchester. This selective procurement was conducted using the CCS RM6099 framework under the Public Contracts Regulations 2015 and awarded based on the most economically advantageous tender (MEAT) offer. The contract, beginning on 1st October 2025 and running through to 30th September 2028, incorporates a potential 3+1+1 year term, allowing for possible extensions. It aims to enhance real-time transportation data dissemination via TfGM's network, ultimately facilitating efficient traffic management and car park information sharing.

This tender offers substantial opportunities for business growth, especially for large-scale suppliers with expertise in transportation infrastructure and data integration services. While SWARCO UK & Ireland Ltd has been identified as the chosen supplier, the procurement methodology underscores the prominence of framework agreements as an advantageous pathway for entering public sector contracts. Businesses capable of delivering comprehensive maintenance and installation services for dynamic message signs and car park systems, especially within the geographical confines of Greater Manchester, can leverage such opportunities to expand their public sector portfolio. The contract's clear focus on sustaining infrastructure capabilities aligns with the strategic objectives of companies positioned to contribute cutting-edge solutions to urban mobility challenges.

## Notice

TfGM was looking to establish a contract for a single supplier for the for the supply, installation and maintenance of TfGM's VMS and car park monitoring infrastructure over a potential five-year period. The contract is a 3+1+1 term with the additional years as possible extensions. TfGM currently operate and maintain a strategic network of VMS devices across Greater Manchester, informing highway users of incidents, events, car park information and dynamic journey times. They are currently managed and scheduled by the TfGM Control Centre Officers on a 24/7 basis. In addition to the VMS, TfGM also currently operate and maintain a network of Car Park counting sites that provide real-time occupancy information. This information is then published to TfGM's common database, which can then be used to populate VMS and is also published to TfGM's Open Data Portal. The maintenance of these existing assets is included in the scope of this procurement. TfGM used the CCS RM6099 framework, Lot 4, that was let under the Public Contracts Regulations 2015 (PCR15) to find a suitable supplier for this opportunity. The chosen supplier was awarded based on the most economically advantageous tender (MEAT) offer, which is in line with the PCR15 regulations.
